In his first go around as GM of the Lightning, Ryan Torrie, has failed to sign either players he put a bid on.  The Lightning placed bids on forward Mike Riberio and goalie Craig Anderson. The Lightning did not get passed round 1 in the Riberio bidding. However, it came down to the Lightning and Dallas in the Anderson sweepstakes.  Eventually, Anderson chose to stay in Dallas on a 2 year deal with a signing bonus of close to 25 million.

“I thought we had a shot at Craig, but it seems that we came up just short. We will have to re-evaluate our options going forward.”

GM Torrie did not say whether he would pursue other free agent goalies, but he did say that the management will review all options including acquiring a goalie via trade.  GM Torrie did look visibility exhausted and sources have said that  he tried his best to make a splash in the free agent market and put the team on the front pages for good reasons.
